Why are temperatures so cold in winter during an anti-cyclone?

In the winter, cold air at the low levels are very dense and stable. So this cold air will just sit over an area and not mix out. Even though there are usually plenty of sunshine ociated with this stable environment, the short daylight hours of the winter season, the low sun angle, the snow on the covered grounds will help prevent any significant warming from the sun.
