What do you think about this?

I get what you are saying lol That is funny but I would do the same! (not the smoking part) I live in a gated community and we have leash laws......my annoying neighbors have 4 dogs, a Lab, some kind of german shepard mix, a pug and now a pitbull.....none of us have fences and they let their dogs run loose and their dogs are always running into my yard growling at my kids and always trying to run up on my miniture chihuhua which when I take her outside, she is on a leash......the freaking POA does nothing about it and when I call animal control they tell me I have to catch the dog and then they will come and get it....are you freaking kidding me!? I am fearing that the dog will bite my kids like that poor boy in the video and you want me to touch and capture this dog???? I think the system is ridiculous!
