How weird is this?

My friend took baths as a child with a little bleach included in the water. I thought this was kinda strange and it was the first time that I had ever heard of it. I know that tap water is fluorinated and chlorinated but I have never heard of anyone resorting to disinfecting their bathwater themselves and in this way. Has anyone ever heard of this before?
