Old picture of my dad needs to be restored?

Its my dads birthday Friday and we think it will be special to get his baby picture and enlarge it and put it next to a picture of my niece, since she looks just like him. The picture has a ton of scratches and its about 48 years old. Does somebody know of a place (Arlington, TX) that will restore the photo and give it back the same day? Or even an online photo editing program that will allow me to make those changes? I am at work and cannot download any programs. Thank you!
